If you export to the Windows 8 metro UI mode it solves that problem. Im not on Windows anymore but there might be a way to disable that. Select your new language and click the options button. I think its because Windows doesnt register anything but the mouse released event until the second click because on the first it waits the delay and then registers a right click.
